As goofy as it would be, I could see that scenario happening. The Rams have a much better shot at moving to LA in the very near future, but the St. Louis market is too good to pass up. Jacksonville I think will be a more difficult move, but that organization and lack of any real fan base makes it a prime team to try and get. As someone else said, Tampa and Miami aren't in solid shape either, but both have stronger ties to the state than the Jaguars. But in general, Florida is horrible for any sport besides Florida St, the Hurricanes and the Gators.
