What does this penalty mean?

In watching numerous YT videos of LNAH fights, don't they all take their helmets and elbow pads off before they square off?

Sorry I posted the wrong word.... You are aloud to remove you helmuts an gloves, but you are not aloud to remove you elbow pads, unless they come off during the fight, you are also not aloud to remove you jerseys, if the jersey comes off during the fight it is called illegal equipment.....

Thanks CFL. I've seen illegal equipment called, but I'd never seen that penalty.

once you're in the fight you can shake your elbow pad off, but if you take it off when you drop your gloves then it's an extra penalty.

It seems like an all encompassing term for being an idiot in general. It translates to pretty much "pulling hair, facial protection, helmet, biting or spitting"

It seems reasonable to assume that it's at least a misconduct. I mean, were any of the things (biting, hair pulling, etc) to happen you'd expect a misconduct. But nowhere in the actual phrase does the term misconduct (or any term even close) appear. Still, I would be vertibaly shocked if it were not a misconduct.
