overagers question

I understand that teams all over the CHL can only have a certain number of 20 year old players, but that brings me to a question.

If a player is set to turn 20 during the next season, does that qualify him as an overager?

For instance, let's say Stefan Della Rovere returns to the OHL next year. His birthdate is February 25, 1990, which means he'll be only 19 when the OHL season starts in September.

However, he'll turn 20 towards the end of next season.

So, if Della Rovere returns to the OHL with Barrie, for instance, do they have to consider that for how their roster will look next season?

It's based on a calendar year:

If you're born in 1989, you're 20.
If you're born in 1990, you're 19.
If you're born in 1991, you're 18.
If you're born in 1992, you're 17.
If you're born in 1993, you're 16.
