In 29 games with Edmonton last season, Fraser -- whose traditional style blends offense and defense -- scored 12 goals and had 11 assists. He was an unrestricted, Group 6 free agent because his contract had expired, he is older than 25 and he had been a professional for three seasons while playing fewer than 80 professional games. The Rangers owe Edmonton no compensation for his signing.
''I'm a late bloomer,'' said Fraser, who will earn about $4 million over a three-year contract. His base salary last season was $310,000.

He played 28 games for the Rangers before being buried in the minors due to horrific play. He retired at the end of the season after being bought out.
