Not necessarily. Take a look at Detroit for the last decade or even longer. It doesn't matter if they play Chicago eight times or Florida eight times. Chances are the game is going to be boring as ****. It comes down to coaching or more importantly team philosophy and how a team is built. The way a team like the Wings play doesn't promote what is necessary for a rivalry to grow or even exist.

If more teams league wide had more toughness and played with an edge rivalries wouldn't be an issue for the league. It has nothing to do with the amount of teams. It has everything to do with how the game has evolved for the worse.
