A player died a few years back when his head hit the ice. Junior Leagues came under some heavy heat and Branch used that incident to push his anti-fighting agenda. So he then made these over the top rules for "staged" fighting. If the rule was only for players under the age of 18, I can understand. A player over 18 should be able to do whatever they damn well please on the ice as long as its not to intentionally hurt a player seriously.
With that said they are still kids, I would expect and understand there are more harsher rules on physical stuff compared to Pro leagues.
