It is not technically a written rule as far as in the MLB rule book. I saw an interview with John Hirschbeck and he was saying that if it was thought that a batter made an undeniable attempt to swing through then it was a strike. He said it was inconsistent to be able to see a bat cross the plane. He also said that is unrealistic to watch and see if a batter turns his wrist over on every pitch so they rely on the attempt thing.
