According to Tony Twist in the foreward of the book "The Code" it was Craig MacTavish. This is how Twist tells it on page xiv:
"My teammate Craig MacTavish paid me a great compliment one time when he told me that I had become so good at my job that after a while they didn't even need me anymore. He said they needed to just put a cardboard cutout of me down at the end of the bench like a scarecrow. That would be enough for the opposition to behave, he said. It was very gratifying to hear"

That's what Twist wrote in the foreward of the book anyway.
