Good deal for Ottawa and Emery. Ray would have certainly got paid today at arbitration.
Emery was looking for 4 million+ per season, so yes, arbitration would have definitely been more costly to the team.
In regards to Gerber, apparently a deal may be in the works... Murray hinted that they were "half way there" last week.
